I might be missing the point totally, but I really dont get why any DAO would want its own app chain. 
1. By creating and controlling it you are basically centralizing everything, you might as well spin up a wordpress website and rollbit it.
2. You are forfeiting the inherited security of ethereum network which I thought is what we are all about. Sure you can fork an optimistic rollup and claim you are an L2 too, but with most L2s still having ways to go towards decentralization, like come on...
3. With liquidity and user base already fragmented across the dozens of L2s, how does a DAO realistically expect to bring TVL to the custom chain and make onramping actually easier?
